The Smart Specialisation Platform offers professional advice to countries and regions of the European Union for the design and implementation of strategies for research and innovation for smart specialization (RIS3). The Platform has published the report 'Universities and RIS3: the case of Catalonia and the RIS3CAT Communities'. The report, by Elisabetta Marinelli of the Institute for Prospective Technological Studies, Knowledge for Growth Kingdom (KFG); Susana Elena-Perez of Joint Research Center of the European Commission and Josep Alias of the ACUP, contributes to the debate on the role of higher education institutions in boosting the RIS3 from the case of Catalonia.
First, the report fouses on the role of universities in the design and overall implementation of the Catalan RIS3 and EDP is evaluated. Then the report focuses on the RIS3CAT Communities. The latter are the essential platform for the parts that allow the triple helix to interact and agree on a set of collaborative projects, which can be partially financed with public funds. Based on in-depth interviews with university managers senior and documentary research (also with the participation of the universities that are part of the ACUP), the study highlights how higher education institutions evolve and adapt to new policies and identify the advantages and the challenges posed by the RIS3CAT Communities.
